| Plaza 8: Formerly an apartment complex, the property at Raleigh Place and Martin Luther King Jr., Avenue was long a nexus of drug activity and other behaviors that detracted from the quality of life in Congress Heights. At a series of community meetings, neighbors voiced their nearly unanimous opinion that the property should no longer be used for residential purposes. Acquired by East of the River CDC in 1999, the property was developed into a 3-story office complex (9,800 square feet) housing ERCDC on the 3rd floor and Children's National Medical Center leasing the first and second floor. |
